Georgi Luchkov was a loyal KGB informer in the Soviet Union. However, he turned on many of his fellow agents. Among those were Katya Kosinsky's husband,
Chaim Penchansky, Alexi Bibikov's son-in-law and Zina Proshkov. (To learn about the KGB, click on the highlighted name above.)
After the fall on the Soviet Union he was afraid that the relatives of the people he turned in the past would now come after him. So, Georgi left his country and went to the United States. It was here that he began to actually hunt down those relatives instead and kill them himself. However, he stayed undercover as a snack salesman.
One of Georgi's victims was Katya Kosinsky. At this time, the police and the Black Widow were after Luchkov, but they had no clue that he was the actual murderer. At one point, Georgi was visited by the Black Widow and Maria Komarovshky. But, he upset the Black Widow when he kept offering her tea and a hot dog that he didn't have. Then two days later she visited him again. However, this time, the police arrived and Georgi tried to run away armed with a knife. While running, Luchkov even ended up throwing a baby down to the beach to distract the Black Widow. But, the Black Widow still got him and Georgi was arrested for the murders he had committed. In the comics, Luchkov is a former Russian KGB agent and is an enemy of the Black Widow, this is reflected in the movie, Marvel's The Avengers.
