Besides her being affiliated with NASA, there isn't much known about Carol Hines before she was recruited into joining the Weapon X Program. When Professor Thornton (aka "Professor") was put in charage of the U.S. branch of the Weapon X Program, Hines was recruited, along with Doctor Cornelius and the manipulative John Sublime. (To learn about the above highlighted characters, just click on their names.)
It was the Professor who chose Wolverine as his first test subject in the new program. He had Wolverine kidnapped and taken to a Canadian facility. Once there, Wolverine was put through a brutal process in which the near-indestructible Adamantium metal was bonded to his bones. Carol Hines was the technician responsible for reviewing Wolverine's medical files and monitoring his bio readout during the Adamantium-bonding procedure. In fact, she was directly responsible for not just monitoring Wolverine, but also to regulate the Adamantium flow into his system. In addition, to regulate his body functions, Hines had to pump chemicals into him when needed. The Professor was surprised at the full extent of Wolverine's mutant nature, which enabled him to recover from the process far more rapidly than anticipated. However, due to being reduced to a quasi-mindless state, Wolverine was sent to slaughter the inhabitants of the small town of Roanoke in order to test his capabilities. Ultimately, Wolverine broke free of the Professor’s conditioning and caused havoc in the Weapon X facility. In fact, while escaping the facility, he slew most of the facility’s personnel. However, Carol Hines was one of the few Weapon X Program members that survived Wolverine's attack. (To learn about Wolverine, click on the highlighted name above.)
After the failure of the Weapon X Program, Carol Hines was reassigned with a new government cover job in the United States working for the Department of Agriculture: Pest Control Section.
At one point, Wolverine’s memory of his manipulation by the the Weapon X Program began to return. It was then, that Carol Hines and the Professor ended up luring Wolverine into an abandoned warehouse in Canada (which was once the secret location for the Weapon X Program). This resulted in Wolverine being attacked by the Professor's robotic android named Shiva. Realizing, the complex was not a Pest Control outlet, but a trap for revenge, Wolverine began fighting his way past the robot. After destroying Shiva, Wolverine went after the Professor; however, he found that the Professor had already been killed by Silver Fox--now a high-ranking operative of the terrorist organization HYDRA. With Professor Thornton's death, the Weapon X Program was seemingly abandoned, as the Weapon Plus replaced it. (Click on the highlighted names above to learn about the characters, team, and/or program.)
More recently, both of the Professor’s associates, Carol Hines and Dr. Cornelius were killed. Psi-Borg (Aldo Ferro) used his psionic powers and killed Hines, while Maverick slayed Dr. Cornelius. (Click on the highlighted names above to learn more about the characters.)
There is nothing there, but here is the Marvel.com bio link for Carol Hines, http://marvel.com/universe/Hines,_Carol.
A woman named "Carol Frost" appears in the X-Men Origins: Wolverine movie. This woman has the background very similar to Carol Hines from the comics. In the movie, she assists Dr. Cornelius in the Weapon X program that created Wolverine. With the same first name, it is assumed that she is based on the comicbook character Carol Hines.

Wolverine Costume Poll
Wolverine is Over the Hill...he turned the big 40 this month!
Wolverine made his first cameo appearance in The Incredible Hulk #180 (Oct.1974)! However, his first major appearance was the following month in The Incredible Hulk #181 (Nov. 1974)! So in celebration, I am doing a Wolverine Costume Poll!
Wolverine has sported a variety of costumes over the years. And I want to know which one has been your favorite across a variety of genres (comics, cartoons, movies, etc.). I have chosen six of his main costumes--in my opinion--and have put them together in the picture found below (click on the image to enlarge the picture):

None; however, upon donning the Kraken's helmet, the wearer's body becomes covered in armor of a magic/advanced technology which protects the wearer from physical attacks and psychic intrusion. It also grants superhuman strength and allows the wearer to project energy blasts.
Abilities
Whitehall was a master manipulator, and could speak some Japanese.
Other Info
At one point, the time-traveling Leonardo da Vinci gathered several prominent leaders in the intelligence community to create the Zodiac (Great Wheel) in 1961. Along with Daniel Whitehall, some of the others members included Nick Fury, Jacob Fury, Dum Dum Dugan, John Garrett, and Baron von Strucker. Da Vinci's arrangement was simple--in return for cooperating on a few missions for him, he would give all of them the means to win their own secret wars. In addition, to protect their anonymity, each member was given a codename based on the Zodiac. Daniel Whitehall was given the codename "Leo." Each of the Great Wheel's missions involved acquiring strange technology. On one mission, Whitehall was teamed with other Zodiac members (Vasili Dassiev, Shoji Soma, and John Garrett) to salvage the power source from a crashed Brood vessel in Egypt. In fact, it was there that Whitehall revealed his "Kraken" power armor (which he had stolen from the original Kraken) in order to fight off a swarm of Brood drones. However, the team was betrayed by Dassiev and Viktor Uvarov for the acquired technology--their alliance would become the organization known as "Leviathan." They even attempted to kill the rest of the Great Wheel; however, Whitehall used his Kraken armor to protect himself and fled with Baron von Strucker. (To learn about the above highlighted characters and/or race, just click on their names. Note: Beware of a revealing outfit worn by one on Nick Fury's bio page. Also, Daniel Whitehall during his time with the Great Wheel is shown in the third picture posted above.)
Along with Baron von Strucker, Daniel Whitehall--now known as the Kraken--was a key figure in creating HYDRA. However, unlike Strucker, Kraken preferred to orchestrate things from behind the scenes, choosing not to make himself widely known. His self-appointed mission was to help people "become what they are meant to be"--which ususually ended in dangerous results. (Click on the highlighted name above to learn more about HYDRA.)
For decades, he was responsible for developing HYDRA's best assets. This involved a lot of human trafficking, theft, and murder. He was even the head of a school that trained nearly a hundred orphaned girls into human weapons. Kraken took the most promising young girl, Ophelia Sarkissian, and molded her into "Madame Hydra." Kraken was also the one that discovered a young Tomi Shishido (aka future Gorgon) in Japan and presented the boy with the Godkiller sword. Later, Kraken was involved in the creation of genetically-engineered mind-controlling parasites. They conducted an experiment with the parasites on one HYDRA recruit that led to the creation of a creature known as the "Hive." Then after creating all this in the name of HYDRA, he found out he was dying. Therefore, Kraken met with his old friend Strucker at his home on Hydra Island one last time and shared the news of his fatal illness. (To learn about the characters and/or place, just click on their highlighted names above.)
A few years later, Whitehall found himself dying in a hospital bed when Jacob Fury came to visit him one day. Fury had previously been to Whitehall's London home, where he found Whitehall's journals and the Kraken helmet; thus, learning of Whitehall's entire true evil history. With all that, Jacob made it known that he intended to impersonate Whitehall as "Kraken." Therefore, Fury donned the helmet which grew down his body, covering his in the Kraken's armor. Then, Fury helped Whitehall "become the man you are meant to be" by cutting off his life support; thus, killing him.
There isn't anything there, but here is the Marvel.com bio link for Kraken, http://marvel.com/universe/Kraken.
In the TV series, Marvel's Agents of S.H.I.E.L.D., a General Reinhardt appears in a flashback of World War II. This same man is referred to as Dr. Whitehall in modern day; however, he appears to be the same age as he was in WWII. How did this happened? How is he still alive? Why the name change? Only time will tell. (Also, both versions of the character are shown in the second picture posted above: WWII version--top--and modern day version--bottom.)

When the British government decided to set up an British-led organization similar to U.S.-led S.H.I.E.L.D., the then Commander Lance Hunter was put in charge of its formation. Mirroring S.H.I.E.L.D.'s format and even uniforms, Hunter created S.T.R.I.K.E. (Special Tactical Reserve for International Key Emergencies). (To learn about the teams highlighted above, just click on their names.)
Later, Hunter was redeployed and Tod Radcliffe was appointed the agency's next Director. However, it wasn't long until Radcliffe was exposed as a S.T.R.I.K.E. traitor who was secretly working for the Red Skull. Then after Radcliffe was killed, Lance Hunter returned as the Director of S.T.R.I.K.E. (To learn about the above highlighted team and/or character, just click on their names.)
Hunter and the agents of S.T.R.I.K.E., along with Nick Fury and the agents of S.H.I.E.L.D., worked together to track down the Red Skull's Nazi activities. Soon they discovered that the Red Skull had kidnapped the British Prime Minister, James Callaghan and was planning on setting off a biological germ bomb over London. However, Hunter and Fury with their respective superheroes--Captain Britain and Captain America--ended up stopping the bomb and stopped the Red Skull's plans. (Click on the highlighted names above to learn more about the characters and/or teams. Note: Beware of the revealing outfit worn by one in the background of Nick Fury's bio page.)
At one point, Lance Hunter helped Captain Britain in capturing Lord Hawk. However, during the battle, Captain Britain was severely injured. Hunter took the injured hero to S.T.R.I.K.E. headquarters to recover. While there, Captain Britain's spirit was actually summoned away by Merlyn and Roma (the ones who infused the hero with his powers). Once there, he battled with a monstrous giant; however, the injuries Captain Britain suffered in this spirit realm transferred to the Captain's real body. Lance Hunter ordered the doctors to keep working to save their hero; however, things were not improving. Then when Hunter finally admitted defeat at the bed side of Captain Britain's lifeless body, the Captain returned to the real world, healed from his injuries, and left the S.T.R.I.K.E. base. (Click the highlighted names above to learn about the different characters.)
Later, Hunter tried to recruit Captain Britain to join S.T.I.R.K.E.; however, the hero declined.
Sometime later, after S.T.R.I.K.E. was dissolved, Hunter moved on to other roles within the intelligence community and eventually gained the rank of Commodore and became the Head of the Armed Forces Paranormal Response (AFPR). He worked along with Alistaire Stuart and S.H.I.E.L.D. British Liason Contessa Valentina Allegra di Fontaine (actually a Skrull impostor) in drafting the British version of the Superhuman Registration Act. Part of that function was also to explain the Act's ramifications to the British superhuman population. Which led to a briefing with Joseph Hauer, Pete Wisdom, Captain Britain, and Union Jack about the Act. (To learn about the above highlighted characters, race, and/or article, just click on their names.)
More recently, during the Skrulls' Secret Invasion, it was discovered that the JIC Chair, Mortimer Grimsdale, was actually a Skrull agent and was killed. After this, Lance Hunter was appointed as JIC Chairmen, leaving the Head of the AFPR to the British Intelligence. In this new capacity as JIC Chair, Hunter headed all of Britain's security services, including MI5, MI6, and MI13. (To learn about the Skrulls' Secret Invasion, click on the highlighted names above.)
